Trying to make a superhero

I don't have a design for him yet buy I'm starting to figure out his backstory. He's a WWII soldier who either got stung by a radioactive scorpion (Spider-man core) OR he managed to become sort of radioactive giving him powers (he can glow in the dark and can see in the dark, the only powers that I'm certain of atm).
