Create a Neocities regardless. There will be an html file already there for you to edit as your front page. You can see it and learn how to edit little by little, with each new command you learn, you can do more.
The best part is that you can upload images and whatever else, so you don't have to bounce them off of other sites.
W3schools has a Tryit Editor that allows you to see what it will look like before it is posted if you are wanting to understand it more.

I used https://www.w3schools.com/html/default.asp , a bit. Neocities also isn't the only webhost to use! I used https://glitch.com/ for a good while. HTML is rather easy to learn, but I couldn't grasp CSS very well. I wish you luck! ^^
