how quiet is too quiet???

Ive come into realization that those tv characters pink panther, and tom have never spoke. Like, yeah there are other characters in shows that don't speak but I'm more focused on these two. I used to love the pink panther but I never realized its so old. How did they make that tom cat have the ability to make sound when yelling but also made him act as if he couldn't talk.
