To properly link an image (JPEG,PNG,GIF...) you first go the website its hosted. It can't be local files. You either choose the gif online or host it on a cloud, like Imgbb or even Dropbox.
Right click the gif and select the option "Copy Image Link", and put that link on the HTML tag (img src).
This way, the link is a direct one, straight to the gif, instead of only being the sharing link of the webpage.
