How do I create an animated 88x31 button?

Hello!  For anyone who uses Neocities, do you know how to create an animated 88x31 button?  Like, I tried using Hekate to make a 88x31 button and while I did manage to create a button from that site, they don't have it set up where it can be saved as a gif file, therefore, not having the button be animated.  I was wondering if there are any other sites where you can create a 88x31 button and be able to animate it?
