Garret is the puppet
My reasoning: So you know that one minigame in I think FNaF 2 where the purple guy pulls up in a car and kills a kid in front of the pizzeria? Well, I've always theorized that was the puppet. You know how Garret dies? that's right, William pulls up in a car and takes him away and kills him
ALSO at the end the voice spells "COME FIND ME" and plays the music box
running out at the same time. Mike already found the killer of his
brother though so maybe he's gonna be finding his brother as the puppet
in the next movie.
