Counting on ye fingers is the best counting method without flaw, even tracing back to the Aztecs whose counting system was done in 20s instead of 10s because you have 20 fingers and toes altogether (haters will say it's also due to their calendar) 

Also the symbols for numbers leading up to 20 could be represented as the right number of dots or fingers! then from 20 onwards to 400 you would use a flag symbols that you join together equal to the number. these flags were called a Cempoalli, that means a count ,which was equal to a person as well with even today some places in south mexico a person is called a 20 or maybe not i've never been there.
