Shocking revelation! Layout tags potentially hacked?

hi again folks! earlier after i got done cleaning out the userlist, i looked at layouts and noticed this:

this wasn't exactly here before in the layouts tab, wasn't it? "music" is understandable atleast, but why are there so many tags with "seagull gang_" in them? and why is there a hundred thousand layouts with "free my [n] @able"? weirdest part is if you click any of these weird tags, you get this:

there are NO layouts associated with these despite having an "amount" of "layouts" in them. what's going on?

I have a theory that this site was hacked for the tags to show that way, because the "popular tags" section is usually automated, hence the amount of real layouts with "music" in them. the rest though seem hacked in to show fake stats, because they only exist in the "popular tags" section.
