development of electromagnetic weapons

electromagnetic weapons have been in development in the united states since the cold war but have been kept in relative secrecy due to the implications of their existence. They are based on complex physics, non ionizing radiation, and bio electromagnetics. they are the newest and most serious weapons being developed today. their uses are usually organized in 2 categories, those on environments and those on living systems. in the environments case, a very large wave of energy is released on the area to create environmental effects, this could effect communication devices and maybe even the weather, or to apply destructive force on an area, such as electromagnetic pulses. more concerningly, this allows the possibility of using waves of low energy density and particular frequencies to tune into the human central nervous system, something that has apparently been achieved in controlled laboratories. this may be done on an individual scale to permanently alter the subjects psychological state as well as elicit certain behaviors in humans. it is rumored that dozens of experiments have been done on the topic, using possibly involuntary patients. There is the possibility that they could have a mass effect. alarmingly these weapons are not just sought after by the military, but by police enforcement as well. if achieved, the government would be nearly unstoppable.
