Ever since I was in middle school, I wanted to have scene hair, but I have like 3B type hair, so I had to get it straightened often. I ended up stopping probably a year or two ago because it was damaging my hair, and plus I wanted to embrace my natural curls.
I wanted to know if there were any specific ways I can achieve scene hair besides getting it layered a shit ton and dyeing it.

What I did was layer my hair, tease the top layer and part it to the side. Use hair gel to get your bangs and bottom layer to look more flat. Use hairspray on the teased layer. I've actually found that my curly "scene" hair works just as well with non-scene looks as it does with scene outfits, so if you decide you don't want to be scene anymore, you can keep the haircut and nobody has to know.
