Do I have to have some experience in web-designing to make custom layouts, if yes are there any courses online where I can learn some basic coding and web-design?

it depends, simple layouts are based mostly on css and any tutorial about css will help you. In example my profile uses only css magic, and while I don't have anything moving or shiny on my profile it all can be done with css. If you want to create something bigger/more complicated you should also learn about html too, but it will take some time
I don't have any recommendations about specific courses, but almost any utorial will do. I usually prefer multi video ones, there is a lot of them on youtube
