The volitional form is used for multiple grammar points in Japanese.
- To suggest a plan with a close friend, casual of ましょう。
- To talk about our resolutions/goals with volitional + と思っています。
To change a verb to a volitional form there are three rules depending on the verb
- るverbs: drop る add よう
- うverbs: drop final う add おう。
- iregular verbs:来る→来よう する→しよう
now to say that we intend to go to Kyoto next year (I'll highlight where the volitional verb will go.):
来年京都に行こうと思います。
