HTML/CSS learning and goals - 11/13/2021

Currently, I am trying to learn more about HTML and CSS to (hopefully) create my own layout! I have some experience with HTML, as I used to roleplay on websites with HTML compatibility and have tried it on Neopets and Tumblr, though I only really used <i> and <b> confidently.
The resource that I've been using lately is W3School's HTML Element Reference page. They also have a CSS reference page, but I'm not as familiar with it. In all honestly, I find it a bit scary! 

These are the HTML tags I'm familiar and comfortable with:

<a>, <b>, <i> and <img>

And these are the CSS tags I'm familiar and comfortable with: 

⭐background-color, background-image, background-repeat⭐

My end goal(s):

⭐Add a transparent border to my pfp (like Steam's borders).

✨(a frilly shell border or an island border. round or square).

⭐Make my own borders in photopea that are the right size!

⭐Add a video/Spotify imbed. 

✔️Add a floating image that's fixed to the bottom right when scrolling. 

⭐Incorporate more gifs and create custom ones. 

⭐Create a special page or space dedicated to my art!

💡If anyone reading can point me or give me any advice on how to achieve these goals💡
 I'd really appreciate it! Forgive me for my poor formatting, this editor is kind of tricky for me to use (the HTML Editor).
