Cry of Fear is a really good horror game that's on PC. Plus, it's totally free!

As a totally not Omori obsessed person, Omori is a great psychological horror rpg! Beyond that, I've heard that Yume Nikki, OFF and Endroll are pretty good horror rpgs but I've yet to play them myself. (Bonus: they're all free. Except Omori.)
