First, you need an embed code to the photo you want to add. You can get one by uploading an image to a photo hosting site.
Then, copy that code.
Open a new bulletin. You see the wee icons above the text box? Hit the one that looks like two arrows (usually on the far left, or far right of that text box). When you hit them, the icon will look like an eyeball.
Now paste your copied embed code into the text box.
Hit that eyeball icon, the arrows will be back, and your photo should appear.
