Listen, when I needed to create my first website, I was also thinking about learning some programming language, but then it dawned on me! Java, just remember it always works from it's own virtual machine, and you'll need to learn what that means and it's implications first.

You can make a fully functional static website with just html & css. Reddit says java is a pretty good language to learn, but when you say apps which language you use will depend on what platform you'll start off on.
