Lesser Otsutsuki Theory

Lesser Otsutsuki is an axiomatic concept within Naruto that I have created and/or unintentionally stolen. Although a presupposition in my current meta, I have arguments to back this ideology up (see examples).

The concept is meant to explain how Otsutsuki members may not be as powerful as perceived.


The Theory: Ots clan members have minimal genetic benefit in terms of physical prowess and chakra. Some Ots Clan members may see home planet training but nothing that places them anywhere near above their evolved counterparts. Their natural power level is sub Kage level. See footnote for alternate definition

What this means: Ots clan members are not assumed to be massively powerful.

Examples:

  1. Momoshiki fight: During the Momoshiki fight, the four kage, who haven't seen a 6 Path buff, are able to swap hands with Momoshiki at times. The only reason for being capable of such a feat is training alone. This suggests Momoshiki is beneath the 6 Path power level as the power level seems to be unable to be trained into. Boruto, a child competing to become a Chunin is also able to hit and phase a Momoshiki who is thought to be twice as powerful as the previously mentioned version. This suggests that Momoshiki and Kinshiki are nowhere near 6 Path level.
  2. Kaguya's original prowess and ability: Upon reaching earth, Kaguya meets with the chakraless humans. Soon after she is attacked and begins wiping out humans that approach her with some form of telekinesis. This suggests that she deems individual humans as threats. She later is seen avoiding arrows while running alongside a young human. She continues running from the arrows at seemingly the same speed as the human although being desperate and feeling threatened. She doesn't attempt to engage the group of humans attacking her. This suggests that she is below any ninja who can compete with groups of non-ninjas. Compare this to her descendant Kimimaro who is able to rip through hordes of buffed copies of kid Naruto, all while being heavily nerfed and not going all out.
  3. Toneri's Puppets: Toneri's puppets attempt to ambush a non buffed Hinata and she takes them out with ease. Toneri resorts to telekinesis and mind control in order to stop her, suggesting that his physical prowess may be lacking compared to the Jonin. While pinned in stone later on, he isn't able to avoid Hinata as she takes his eyes back. Toneri is also meant to be below Urashiki based on narrative. Urashiki being an Ots Clan member who would later go on to be challenged by Kage Gaara and Kage Chojuro and would resort to abandoning the fight. This same Urashiki, while evolved, would lose to a team consisting of non Sage Jiraiya, One Tailed Kid Naruto, Boruto, and extremely fatigued Adult Sasuke.

What this really means: I feel the need to separate this from the rest of the theory breakdown as it drastically changes the widely accepted powerscaling meta. Kaguya's power level is naturally much less than expected and her power after consuming the God Tree would be less than 6 Path level as she becomes the Ten Tails in humanoid form and nothing else. Her later War Arc showings may be based on the power level of Madara's body plus her own, which would explain why she is much more powerful than before. This also means that the other Otsutsuki Clan members may be much much weaker than is to be believed. This would also assert that Naruto, Sasuke, Boruto, and the Kage's showing against them isn't nearly impressive as assumed in the current widespread powerscaling meta.

Lesser Ots Theory as defined by my friend Luna: Ots clan members are not naturally gifted with Six Paths level physical prowess and Chakra potency or potential. Adult members may be S-Rank Naturally, existing around Hidan's level of physicality at the very least, and at the higher end being around 4-6 tailed Naruto, with the average range being equal to base Sasuke at the beginning of Shippuden. This may also be explained with home planet training. Either way, they are not Ten Tail+ in terms of prowess and chakra.
