web design, hosting platforms and other things

i have been considering switching from neocities to a vps for a while and honestly i'm kind of on the fence about it, on one hand neocities is currently experiencing more downtime than i would like as well as major slowdowns i also want to learn more coding langs and host them in a place people can see them and neocities doesn't support them but on the other hand i have no experience with admining these kinds of things as well as the fact that I'm not sure how much things will run me. my website doesn't get much traffic so that's not my main concern with costs. I'm also concerned about the set up initially because i have not worked with linux much before. I don't know this is a hard choice to make. i have looked around at pricing and i just cant afford it honestly i thought it charged by the month but in reality it charged by the whole pay period at a rate i could not afford. its just complicated i wish it wasn't but it is
