A good game is Always Guilty Gear xx accent core +R (yes thats the name lol) goes on crazy sales often, incredible characters with all sorts of playing styles AND THEY LOOK COOL, GREAT SOUNDTRACK, amazing easthetics and visuals. my favorite fighting game ever!
I also recommend intalling fightcade if you own a pc. you can find a lot of older fighting games like snk's or capcom's there and it has an active player base.
Skullgirls is fun but difficult to learn. BUT once you get a hold of it it is even more fun.
I saw samurai showdown 2019 went on sale recently too. thats a crazy good game with a old japanese aesthetic and it has characters from all over the worls too!
oh! since you mentioned budokai, then Dragon Ball FighterZ is a must play!

HFTF is really good!
Besides that, I'd recommend any SNK Fighting game! Garou: Mark Of The Wolves especially!
i have mark of the wolves burned on a dreamcast disc i should play the dc version

The DC version has some framerate issues but it's still very good!
