I have been going to Pho Van since elementary school. They are a very good restaurant, But first things first, they are quite expensive, But in my opinion the food and service you get is sufficient to explain the price.
The ingredients are well sorced and fresh every time ive been. The food is also very consistent, they have many good dishes besides just pho. The Pho is the best thing on their menu though, its occasionally incredible and always good. They give large portions and good ingredients. They have more traditional foods than other Pho places as well as a gluten free menu. The interior is very nice, the ambiance is both bustling yet very calming. There are many decorations in good taste, plants, tall ceilings, and a large skylight for fantastic natural lighting.
Overall some people may find their food lackluster but i and many others find it very good. The dine in experience is one of the best in Portland, giving a fantastic calming vibe.
The only downsides for me are thats its very busy and very expensive so keep that in mind.
