firstly u should dry ur eye ,, ik it sounds weird but bare with me T_T ,, take like a clean towel or a cotton swab and dabz it to ur waterline ((this makes the liner last longer))
personally when im done with those steps i just go ham with my liner cause i like the ,, " messy grl " look . however if ur looking for a more ,, " clean " look i would b more cautious and check my eyeliner from time 2 time .
once ur done with ur actual liner ,, for a more " alt / emo " look u should add some black eyeshadow underneath ur eyes ((or more liner ,, however this only works primarily with non-liquid liners)) i also find that the eyeshadow helps " set " the eyliner but dont put eyeshadow in ur eye on purpose xd
