Defective website

I'm trying to apply for colleges and the websites keep malfunctioning and crashing whyyyy cant they make it easier. It's like a three step verification and then a phone code and then some other stuff for your like id and the whole site just locks you out. Also my computer is slow asl so maybe thats why? but like cmon IT.
