friend and block liberally. have a bunch of stuff in common with someone and would like to see their posts on those things? friend. see someone who's posts are annoying? block.

you can also just subscribe to someones blog posts instead of friending. you can only see bulletins from people you've friended though. (short posts only friends can see, kind of like insta stories if those were just lamer blog posts). any blog you subscribe to will have an update feed on the home page.

if you have trouble with a certain thing i've noticed there's actually a lot of layout help posts.

there's no algorithm, so if you want to see new posts go to latest blog posts or see subscribed blog posts.
