bulletins may be seen by more people since they appear on your home, but other than that they're pretty much the same thing, no? If i want something i write to be seen by more people why should i not use bulletins?
What's the difference between bulletins and blogs, now?

Bulletins can be seen by only your friends and vice versa

i think blogs are the only ones that have an html mode
that just means you'll be able to customize your blog post to have a cute bg and all that like how people customize their layouts and such
