Looking for a school for my boyfriend

So, like I said, I was going to do some digging into what schools my boyfriend could go to in the Netherlands. Why do I do this and not him? well, all the information on the school sites is in Dutch.
I start by looking at the list of schools that are recognized sponsors of the IND (Immigratie en naturalisatiedienst / Immigration and Naturalization Service). Here they have International Baccalaureate Diploma Programs (midelbare school / VAVO), Senior Secondary Vocational Education (MBO),  Higher Professional Education (HBO) and University Education (universiteit).

On the Dutch level that he is now, he should do a Baccalaureate Diploma Program. But if Dutch wasn't a problem, his smarts would be on the level to do a Senior Secondary Vocational Education. I don't want him to go to a high school again, but they have shortened versions of one or two years in which they focus on mostly Dutch.

The first school on the list is United World College Maastricht
- This school is focused on international students and therefore does not teach the Dutch language
- 3-hour train drive from my house
- you have to stay on campus (so I wouldn't see him often)
- This school only takes people between the ages of 16-19. Since he is already 19, I don't think we could make this

all in all, not a match.

Secondly, Stichting BOOR
+ only a 45-minute train drive
+ De Hugo school has an ISK ( Internationale Schakelklas / International Transition Class)
+ Do focus on Dutch classes
- couldn't find any info on their ISK
- olympiacollege has an ISK, but at a too low level
- het Hef has an ISK, but only from 12-18 years old
- wolfert has an ISK but only from 12-18 years old

this feels useless, all these high schools have an age limit of 18/19 years old

Lastly, Internationale School Eerde B.V.
+ beautiful place, they use a castle as a school
- 2,5 hour train drive and have to switch trains and buss 4 times
+you can go on campus there
- campus is 29.000 a year
- also school here is 25.000 a year
- Dont get dutch classes

all in all I don't think the high schools are going to help much, let's look for VAVO's at the MBO's

novacollege (Stichting voor Educatie en Beroepsonderwijs)
+ students from age 16 and older
+ 1 hour travel
+ school is 1-2 years
+ ISK
+fulltime school with different classes and focus on dutch

- no ISK / VAVO

ROC mondriaan
-Vavo and Dutch courses but separately
- 1:45 hours travel for westland
+ 45 minuuts travel for Den Haag
- 2 years of school
- not fulltime only 2 days or 2 evenings
+ cheap (around 1.300 euros per year)
- around 20-30 weeks long

Stichting Grafisch Lyceum Rotterdam
- no ISK / VAVO
+ 45 minuut travel
but I've been to this school and know that it's very English friendly, maybe if we explain the situation and do Dutch lessons next to it that that could work. 

Stichting Deltion College
-Vavo and Dutch courses but separately
- dont state a price on the site
- 1:30 hour travel
+ one year of school

+MBO Language school (one year MBO that also focuses on dutch)

- high education
- in english so no focus on dutch

he wouldn't get free travel and also wouldnt get exstra money from teh government to pay for everything since he would have a short term residence permit
