I start by looking at the list of schools that are recognized sponsors of the IND (Immigratie en naturalisatiedienst / Immigration and Naturalization Service). Here they have International Baccalaureate Diploma Programs (midelbare school / VAVO), Senior Secondary Vocational Education (MBO), Higher Professional Education (HBO) and University
Education (universiteit).
On the Dutch level that he is now, he should do a Baccalaureate Diploma Program. But if Dutch wasn't a problem, his smarts would be on the level to do a Senior Secondary Vocational Education. I don't want him to go to a high school again, but they have shortened versions of one or two years in which they focus on mostly Dutch.

- 2,5 hour train drive and have to switch trains and buss 4 times
+you can go on campus there
- campus is 29.000 a year
- also school here is 25.000 a year
