this doesnt work like universally, its just when people view ur profile!! you'll still have your photo you uploaded it'll just be replaced with the gif on your profile
basically it's
.general-about .profile-pic img {
content: url(put-gif-here.gif);
}
and you put that anywhere between <style> tags in your profile :3 hope this helped !!
