"question" about the xp.css layout

if the xp.css layout exists, then couldn't a 7.css or a 95.css layout be possible? they use the same method of replacing the graphics with what they have so it might be! but when i typed this, thoughts ran through my mind. 10.css, 3.1.css and MAC.css can possibly exist too! .css programs could exist for almost every os!
