improvise one thing you like, then add something after that that fits, etc. until you have a song, really. maybe yank out some lyrics or something you wrote down after showering last night, or figure something new out then, add instruments that fit with your thing (but don't make them the same, harmonize and try having different rhythms for different instruments, unless you want a very unified sound). make sections similar but with a good amount of differences. whether it is different strumming and rhythm, starkly different chords, or maybe even a key change... but still it ought to fit.
I always find more comfort practicing the technique of playing instruments or studying music than actually trying to make music. It's just uncomfortable to get yourself to do something you don't fully understand yet.
I guess if I were to try to write a song, I'd take an idea and then add filler for the rest of the composition until I've slowly worked my way into rewriting every segment to have a sort of purpose related to the concept of the song. But hey, if that doesn't work feel free to abandon the idea. Of course, it's not like I've ever written music before.

sometimes, I just don't think about it. I go for it at first, experiment, tweak shit, and practice if it doesn't sound right.
