Dude, a year is a long time. If you area cool with her then tell her. You have nothing to lose. If you are a decent person. Just go for it. You get your answer, if she doesn't like you. She doesn't like you. But if she does, congrats! You can ask a friend to ask her what she thinks of you, but besides that. You can't do much else than just say it. Be honest.
