thinking of making a sims 2 neighborhood even though i have no idea how to

so like i had this itch to make a sims 2 hood for a while now with it's own lore and shit.

ofc the only issue is i have no idea how, well i do, i know how to create neighborhoods but like coming up with lore that isn't dogshit and creating family trees while keep track of everything is where my mind goes blank.

if anyone has any tips lmk.
