I noticed that many people have long friends list. so many that it is obvious that there is no way they talk to any of them.
I've tried DMing people who friend me... but no one ever responds.
Are friends on this site treated as followers?
I'm i just out of the loop with the site's culture?

idk man i'm not really a dms person but i do enjoy bulletins, however so far it seems not many of the people i've added are that into it... hopefully i'll eventually get friends on here who like em but until then ill keep talking into the void

Either they are real friend collectorz, shy to talk properly but care, notification issue (az many have mentioned) or prefer interacting if the other postz. It really dependz on the person, but some of the website code iz to blame imo

It's because the issue with the notifications that doesn't pop up like for example it could pass days or even months to really notice your message has ben answered

there is a whole bucket of reasons, it's not just something that can be answered all in one word, or anything. some people have reported horrible instant messaging notifications literally making them unable to know you sent a message at all, others may have explicitly stated in their profile they do not want to be dm'd.
some people will take the follower mentality from other places and take it here, which is unfortunately an inevitability, but it won't be this way to everyone. you just might be searching for a while before you find people who don't just treat it like one big follower list. make a list of flags for yourself to look out for if it's such a big deal, it might help you out
if you want to be in line with this site's culture, consider being an active bulletin poster, especially if you plan to add a load of people. for most they don't care but some super active people will especially post a lot of them and comment on them frequently

Mostly like followers, also because spacehey app (website included) doesn't notify you you received a message, I mean, it does notify you but not like pop up in your phone. And days can pass without an answer until the person decides to enter their account.
