HOW CAN I BE MORE WHIMSY???

I have purple hair, piercings (septum, vertical lebret, nostril, and earrings) in gold rather than silver, long hair, which, if I knew how to style it, could be helpful, etc. However, I feel regardless of all of those things, I still look more alt or basic rather than whimsical. 

I really struggle with finding clothes I deem whimsical; I have maybe one top that I tie that's blue and 2 maxi skirts that fit the category; otherwise, everything else is more altish clothing. Where should I look for whimsical clothes? What type of stuff should I wear? I like hippie-ish clothing, but I just never know where to buy that type of stuff that isn't basically fast fashion. Everywhere I go, including small booths, has mass-bought clothes and reselling for 10x the price. Thrifting has been bombarded by resellers too, which makes it difficult to find anything worth actually buying. I'm aware fast fashion is pretty much everywhere, but if ANYONE knows shops I can buy from that arent please mention them, because if I can avoid it I will.
