How to make friends..?

I really need someone I could rely on because I've been avoiding people, yet it's hard to find genuine friendship, I tried to maintain but they seemed like they're.. not interested? I wanna be approached first because I'm shy and scared to bother so I always wait, but then it also becomes a problem if they think I didn't do the first chat = I'm no longer interested in them. Making friends is hard and they say humans are social creatures..

They say I have big standards for friendship but honestly? I just expect basic human decency.. My environment is so conservative and toxic so yeah... what did I expect from them?
