How to improve at art?

I want to get better at art since I kinda suck at it, but I just don't when or how to start to see major improvements. For context art wise I kinda struggle with everything Anatomy, colour theory, drawing from perspective and reference. 

I see so many tutorials online on youtube and it honestly all just confuses me so much, there's so many videos saying different things. So as someone who is basically fundamentally a beginner where do you start? What is the best way to practice skills? I have traditional art equipment like colours and sketch books. And I also have digital software however with no drawing pad or anything

How many minutes? Hours? do I put in a day? 

Do I start off with traditional? Digital? Does it matter? Another thing I will say is that I wanna learn how to draw in the style of cartoons, anime and danganronpa ( Things like that ) so I would also appreciate any tips on how to do that

I say start drawings traditionally, its much more easier to understand and it's the start for everyone! 2. if you want your art to look decent, try only one persons tutorials, don't go jumping around to multiple ppl on yt, everyone has different thinking when it comes to art. try one tutorial at a time, give it as much time while you need to master it to a level you think is good enough for you and then go on to another tutorial of the same person.

learn real human proportions first before switching to anime/cartoon thats what i did and im still buns but at least the anatomy is alright ig
