does it count as SA?

My father hasn't been in my life too much since my mom and him broke up right after having me. I've lived with my mom, my stepdad and my two younger half-siblings for 13 years. But in 7th grade I fell deep into drvg and sh addiction, which is why i moved to my dad during summer break. My dad's wife also has two kids (my step-siblings) who are 14 and 16. I'm 14 as well and I'm in the same class as my sis. When I first moved to my dad, I noticed him being a bit weird towards me. He used to sleep in my bed until I was 13 and touched like the sides of my chest and my thighs as well, but luckily he stopped sleeping in my bed. He comes into my room like about 3 or 4 times per hour and then always tickles me, touches my inner thighs and sometimes he also kinda brushes my private parts with his hands (?) He also smacks my butt sometimes and whenever I tell him to stop what he's doing he just ignores it. I think he sees it more like a type of joke, because he's like always laughing and biting his lip while doing those things. Just a week ago I was changing when he walked into my room. I told him to get out (cause I was naked) and he just stood there and watched while saying sorry, so then I yelled at him to get out and he just stepped outside but didn't close the door all the way. He stared through the gap and watched me change and its also not the first time that something like this has happened. He also touches me whenever he can (especially my inner thighs and my waist) and for some reason he likes to grab my foot when I'm not wearing socks (??) He also just randomly starts to massage me sometimes and I tell him to stop but he just keeps going. My sis says that he doesn't mean it like that and it's just a joke but I feel so uncomfortable that I don't even wanna go home after school because I know that he will be there. I know that he probably just thinks it's funny or whatever but I'm genuinely so scared that he's gonna do something to me because I truly think that he is capable of it.
