bulletin = friends only by default, no css customization
blog post = customizable w/ css, shows up in feeds, not recommended to friends by default, can choose between a number of privacy options as well as categories.
Yes yes I know the difference between bulletins and blogs, I was asking the difference between forums and blogs. :3

jokes aside— while blogs are for personal writing, forums are for discussion and conversations.

They're about the same, in the sense that they're both online message boards. Usually blogs are meant to share articles for reading, while forums are meant for more community interaction.
