Custom cursor not working?

Didn't know if I should put this under SpaceHey or Tech, but I wanted to add either these two Perfect Cell cursors: https://www.rw-designer.com/cursor-detail/161103 , https://www.rw-designer.com/cursor-detail/161102 or this Snoopy one: https://www.cursors-4u.com/cursor/too58

The only problem is no matter what code I use or where I put it, nothing seems to work. Is there something wrong with these sites or do I need to find a better code from the layouts section?
