Responsibility in School

why do teachers never take responsibility or accountability? I've seen kids get bullied and even beat right in the open where teachers can see, and they don't even bat an eye, i understand that in public schools especially in my country teachers don't get paid well, but school is supposed to keep children safe, even tho I'm in private school, most of my life I've studied in public schools, and I'm telling you, kid that can have amazing academic performance, are bullied day by day and slowly they lose all motivation they've ever had. it's pathetic that just because you're not getting paid enough you let children get bullied. i think ethics board for teachers should be as strict it as laws ethic board.
