Poverty

When walking around my hometown, I often encounter a homeless person. It's always the same person. He clearly isn't aggressive or mean. I'm more surprised that these people don't go to the local charity. There, they would advise them on what to do, give them some clothes or food. In my opinion, he's not even a drunk. To be honest, I often try to avoid him. Not because I don't want to help him, but because he asks me for money that I don't have myself. What would you do in such a situation?
