save some money and do it by a professional for ur lips !
In Russia, you need a parent's signature for this, but they won't allow me to do that

Piercing lip by yourself is dangerous. Theres a high risk of infection nerve or blood vessel damage and permanent scarring. Lips swell a lot and if something goes wrong it can get serious fast.
As I was told, it all depends on proper piercing (i.e., just not hitting the vein; you can use a flashlight to shine through the lip), and that's it. Even if you pierce it incorrectly, there will be swelling. Regarding the needle and sterility = the needle will be special, and we disinfect it in vodka or something like that

If everything is alr you can do that but theres just too much risk. But If I was you I would do it.
