2nd Permit Test Experience...

Can someone explain to me why that damned permit test is so hard? I've heard about people getting their license and its so easy, so why is this test; the test that's supposed to be readying and preparing you to get your license so hard?
My first go at the test was 01/12, and I didnt even make it halfway through the test before I automatically failed. I wasn't prepared for the questions, though I did study. I beat myself up pretty hard after failing the first time, I went in somewhat confident and after getting 4 of the first 6 questions wrong; I had lost all of it. 
This time was different though. This time I was ready, I was more confident. I had a feeling I was gonna pass, though I didn't, this time I actually finished the test. I got the last question wrong and that's why I failed this time. But i have a feeling next time's the one. 
Next time I'll be the most ready I've ever been, just hoping i know all the questions they throw at me.
