Article 9 reads as a guide on how to read the *TSS data of a *Talla device. Likely this was to educate travelers or children so they can remain in sync with friendly citizens and entities. Finding yourself Absent or *Paralaxed in this reality was an easy feat to achieve in particular for Old Earth Humans.

"When visiting established legacy worlds from your library your ability to tell time is an important tool to remain synced with approximately adjacent citizens.
To read time on your Talla read the *Talla Synchrity System data from left to right or if otherwise specified, top to bottom, and inward to outward in alternative Talla models.
You will observe a Moon, Sun and Coordinate date. There are 26 *Rells in a full TSS *Cycle. All Moon dates begin at 1931 and end at 0630 of the Industrial clock. All Sun dates begin at 0631 and end at 1930 of the Industrial clock. There are 13 Rells that mark the half way point of a Cycle. 

When you first appear in an established coordinate you will begin in either a Moon or Sun Rell. This does not effect the order in which the TSS data is observed. 
If you were to spend 3 full cycles in "The Hub" having first arrived during a Moon Rell at 2121 and the current Rell is 1530 then a functioning synced Talla TSS would read as such [3/3/HBH - 1530]

If the current Rell was instead before 0630 at 0500 the Talla TSS would instead read as [3/2/HBH - 0500]

It is important to keep track of these parameters when distortions take place. If you become Parallaxed then your Talla will show out of sync data from adjacent citizens and entities around you. You may also find yourself stuck in loops. This itself is not dangerous, but creates disorienting psionic effects. Reaching a neutral zone to digest and re sync will relieve the disorientation. If you do not have a Talla it is important to find a physical tool you can inscribe the observed Talla synchrity system with."

*Paralaxed- Referendum to the effect in whereby the position+direction+time of objects and etitites desync from the reality of another. 

*Rells- Rells are a unit of measurement the contain 60 minutes. 

*Cycle- Cycles are a unit of measurement that contain 26 total Rells. A half Cycle is marked by containing only 13 Rells.
