I find that spraying my roots with dry shampoo before teasing it up and setting it in place with a maximum hold spray helps a lot.

I would say after you have washed your hair, wait a while (I usually wait until it's not too far from dry), tease it, have your head bent down while using a hair dryer and comb it from down and up and then it should be fluffy. It may work for you but I know there a lot of different ways to do this but I also guess it kinda depends on your hair type. Anyway, I hope it helps you out though ^^
