first, take any stamp you like, open it in your favorite drawing/editing software or app, and keep only the border (a stamp is 99x56 pixels)
here's is a png of a stamp border :
Then, you can add any image to it to have a self made stamp.
example of a stamp i made with only ibispaint x, a free app :

now, here's how to make Animated Stamps !
The usual interior part of a stamp is 93x49 pixels, aka 2:1 ratio (kinda)
Take a video of your liking and crop it however you want.
Go to ezgif.com Then go to video to gif -> crop video, choose 2:1 ratio and find the crop you want. (additionally, you can go to "cut video" first if your video isn't cut properly)
Then, don't click save, click on the ''to gif'' icon, to turn it into a gif. Then, click on ''resize'' to resize the gif to 93x49, choose any aspect ratio you'd like, i prefer using "center and crop to fit".
You can now save the gif you just made.
Now, go back to gif maker.
Upload the stamp border you downloaded earlier and your gif video you just made.
Make sure the stamp border appears first in the frames.
IGNORE the resize message.
Go on "Gravity (alignment)" choose "center".
Then, go down, click on: "Don't stack frames", "use the first frame as background", "0 delay for the first frame"
Click on Make a gif
Boom ! Your animated gif is done!
here's the stamp i made using this method :

hope you found this helpful.
if you don't have an editing/drawing software, i'm sure ezgif also has a way to crop images using a similar technique to the animated gif one.
