I managed to dig up a few photos of these guys and other people's sightings of them.
These guys are a KOS if they think you are working against them, if you are curious about the zone, or if you are affiliated with Clear Sky.
These scumbags are real authoritative pricks, worse than the criminal mercenaries.
Stay away from them!!!
