I'm back on youtube and getting paid! But...

Years ago, I was kicked off AdSense for a minor reason. I used to upload episodes of various radio dramas from the 1930s and 1940s. 1 set of videos must've had a copyrighted song, and BAM, YouTube says, "Hey, we are removing you completely, but you can come back after a few months and tell us why you should make money." For almost 4 years, I've been trying to get back on YouTube. 

Finally got back on after all these years. However, now they are making me jump through hoops, and I can't find a way to talk to a person at YouTube. They make it so annoyingly hard to fix any way to talk to a human. It tells me that I need to give it payment info, and that's fine, but for some reason there's no place to add payment info. 

Does anyone know how to fix this?
