The way I met more people is first by checking recent blogs to find people to interact with. When I find people within a certain age range (which is ages 20+ for me) I consider adding them. I subscribe to most of my friend's blogs to see what they're posting and I check bulletins a lot.
A lot of people are shy when it comes to dms which is why I keep up with and comment on people's posts more, then I dm people if I have a conversation starter. You just gotta be willing to look around for people who have stuff in common with you. It took me a while too, and honestly most of the people I add, I don't even talk to :,)

I recommend that you decorate your profile layout since people on here are typically looking at cool profiles that have similar interests to them. Also sending out friend request to profiles you like may help. Based off my experience, I've only been here for 4-5 months and have a decent amount of friends but that's cause my profile is decorated.
