Creating my website

I want to know if there's some tips, do's, don'ts, resources i could look into to start and make my own website? my main goal is to learn enough so i can make a website to host my webcomics, art, and etc, and i also want to start blogging in (I'm thinking in some sort of digital album?)

So any videos, pdf's books, templates and other resources are appreciated! :P:P:P

(I might start in neocities, sorry for bad english)
