A lot of people don't realize that almost all the dinosaur skeleton mounts in museums have some sort of anatomical problem. Their anatomy is either incorrect, bones not mounted in the proper position, or even missing bones from the mount.
That said, this isn't so much as the people being incompetent. Mounting a skeleton for an extinct animal is hard. You have to deal with weight and gravity. You have to deal with budget. You have to deal with deformation from fossilization if you mount real bones. Sometimes the animal is poorly known so missing elements have to be filled in.
The video below is the work of Vitaminimagination. It is an excellent CG rendering of what a complete Gorgosaurus looks like. The arms are in the right position. The scapula/coracoid are touching with furcula snugly attached. The gastralia's attached to what looks like sternal ribs. I think the only thing off is that the rib might need to point backwards more according to Scott Hartman.
