foobar2000 is literally just an alternative music player for your pc. It can play music you already have if you let the program search your music library.
If you don't have any, either purchase the tracks or obtain them in another way. I can't judge which method you choose. ¯\_(ツ)_/¯ (If it's a technical issue, I think they have instructions on their website)
